MIAMI (AP) ? Cheered by new polls, Mitt Romney is all but predicting victory in Tuesday's Republican presidential primary. Newt Gingrich is looking past Florida to regroup, vowing he won't stay buried long.
"With a turnout like this, I'm beginning to feel we might win tomorrow," an upbeat Romney told a crowd of several hundred at a stop in Dunedin on Monday as he and Gingrich zipped across the state making their final appeals.
Gingrich, in turn, acknowledged that his momentum had been checked but promised not to back down. He characterized Romney as an imposter, and his team started to plot a strategy for upcoming contests.
"He can bury me for a very short amount of time with four or five or six times as much money," Gingrich said in a television interview. "In the long run, the Republican Party is not going to nominate ... a liberal Republican."
GOP officials in Florida were anticipating a big turnout, more than 2 million voters, up from a record 1.9 million in the Republican primary in 2008. More than 605,000 Floridians had already voted as of Monday, either by visiting early voting stations or by mailing in absentee ballots, ahead of the total combined early vote in the GOP primary four years ago.
In the span of a volatile week, the tables have turned in this potentially pivotal primary state.
Gingrich rode a triumphant wave into Florida after a South Carolina victory nine days ago. But since then, Romney and his allies have pummeled the former House speaker on TV and on the campaign trail. Romney turned in two strong debate performances, while Gingrich faltered. Now opinion polls show the former Massachusetts governor with a comfortable lead here.
Romney and Gingrich have been the only two candidates to compete in Florida in earnest. Neither former Pennsylvania Sen. Rick Santorum nor Texas Rep. Ron. Paul campaigned much in the state, and they were elsewhere on Monday.
Clearly in command, Romney flew to stops in media markets in northern Florida and the populous swing regions of central Florida, determined to keep Gingrich from surging late.
Romney renewed attacks on his rival as an untrustworthy, Washington influence peddler at the outset of two separate appearances Monday. He claimed that Gingrich's ties to federally backed mortgage giant Freddie Mac have hurt the former speaker in a state wracked by the foreclosure crisis.
"He made $1.6 million in his company, the very institution that helped stand behind the huge housing crisis here in Florida," Romney said in Dunedin. Gingrich's consulting firm received more than $1.5 million from the federally backed mortgage giant over a period after he left Congress in 1999.
Gingrich plowed ahead, flying to stops in northern Florida starting in Jacksonville ? near his home state of Georgia ? before touching down in conservative Pensacola and then Tampa.
Along the way, he tried to rally conservatives by casting Romney as an imposter and himself as the true GOP stalwart. His claim to conservative principles wasn't limited to economic issues.
"No politician, no judge, no bureaucrat can come between you and God," Gingrich told an audience in Tampa. "I'm a little bit tired of being lectured about respecting every other religion on the planet."
Gingrich, who has sought to wrap himself in the mantle of Ronald Reagan, campaigned with the late president's son Michael. He was also joined by former GOP presidential candidate Herman Cain, who endorsed him Sunday.
A win by Romney would again reset the 2012 GOP race, seen early this month as his to lose, then thrown into doubt by Gingrich's come-from-behind win in South Carolina.
Romney easily won the New Hampshire primary after nearly winning the in leadoff Iowa. The South Carolina setback behind him, Romney sought to aggressively stop Gingrich, aided by a well-funded political action committee that supports him and is run by former political aides.
Together, Romney's campaign and the supportive group Restore Our Future have combined to spend $6.8 million on television ads in the final week of the Florida campaign, about three times what Gingrich and a group supporting him have spent.
Romney capped his Iowa, New Hampshire and South Carolina campaigns with upbeat spots. Nothing doing in Florida, where he was running out the clock with ads attacking Gingrich over Freddie Mac and an ethics violation in Congress.
But Romney dropped any reference to Gingrich at his final stop Monday at The Villages in central Florida. And instead of reciting the lyrics of "America the Beautiful," as he typically does, Romney ? on pitch ? broke into song and led the crowd in a reverent rendition.
Rick Tyler, a former top Gingrich aide now running a pro-Gingrich political action committee, showed up at Romney's kickoff event in Jacksonville on Monday, stealing a page from Romney's Florida playbook.
"I'm here to get as many cameras and microphones so I can talk about Mitt Romney's incessant failure to tell the truth," Tyler said.
Gingrich said he was confident he could narrow Romney's margin in public voter surveys, even as he and his campaign began trying to soften the blow a defeat in Florida might bring.
Gingrich aides tried to diminish the state's impact on the quest for the nomination by issuing a memo from his political director, Martin Baker.
It noted that by Wednesday morning, only 5 percent of the 2,288 national convention delegates will have been awarded.
Gingrich, who has promised to campaign through the national convention this summer, was clearly looking to regroup after Florida.
"The campaign is shifting to a new phase where opportunities are not limited to a single state," Baker wrote.
Gingrich had not announced his plans for Wednesday. Romney, who has already begun advertising in next-up Nevada ahead of the state's Feb. 4 caucuses, was traveling there Wednesday, and to Minnesota, which holds its caucuses on Feb. 7.

Goldman executives get access to restricted stock (Reuters)
(Reuters) ? Top Goldman Sachs Group Inc executives received previously restricted stock awards that are now worth $47.7 million, according to regulatory filings, though the executives are still limited in selling most of their Goldman stock.
Chief Executive Lloyd Blankfein, Chief Financial Officer David Viniar, Chief Operating Officer Gary Cohn and top investment banker and vice chairman John Weinberg each received 45,497 shares worth $5.1 million, based on Goldman's closing price of $111.77 on Friday.
Seven other executives each received previously awarded shares worth $2.8 million to $5 million, according to Form 4 filings with the U.S. Securities and Exchange Commission. Among those executives are vice chairmen Michael Evans and Michael Sherwood, as well as Goldman's legal chief, Gregory Palm, its accounting chief, Sarah Smith, and compliance chief Alan Cohen.
The stock awards became unlocked on Wednesday, but the 11 executives did not immediately sell those shares. They did sell an additional $20.2 million worth of Goldman stock at $107.44 apiece to cover tax obligations.
The transactions took place on Wednesday, when executives received access to the previously restricted stock.
Starting in 2009, Wall Street banks began shifting more of their bonus awards into stock that executives are required to hold for multi-year periods in an effort to align incentives with long-term performance.
In 2011, some of those payments started coming due, leaving compensation costs stubbornly high for big investment banks, even as they cut jobs and bonus pools due to weak business.
Last year, Goldman paid $12.2 billion in compensation costs, down 21 percent from 2010, and reduced its payroll by 2,400 jobs. Yet because revenue fell even more, compensation as a percentage of revenue rose to 42.4 percent from 39.3 percent the previous year.

Cruise ship fuel removal stalled due to rough seas (AP)
GIGLIO, Italy ? Rough seas off Italy's Tuscan coast forced a delay in the planned Saturday start of the operation to remove a half-million gallons of fuel from the grounded Costa Concordia, and officials said pumping may now not begin until midweek.
Recovery operations continued, however, and on Saturday yielded a 17th body: The woman who wasn't wearing a life jacket was found by divers on the submerged sixth floor deck, civil protection officials said.
The Concordia ran aground on Jan. 13 off the port of the island of Giglio port after the captain deviated from his planned route and gashed the hull of the ship on a reef. Some 4,200 passengers and crew endured a panicked evacuation after the abandon ship alarm didn't sound until the ship had capsized so much that some life boats couldn't be lowered.
Some 16 people remain unaccounted for and are presumed dead.
On Saturday, the body found on the ship's deck on Jan. 28 was identified as Erika Soria Molina, 25, of Peru by Doris Sotomayor, Peru's consul general in Florence.
Sotomayor told The Associated Press that the body was found in a submerged part of the deck. Soria, who was wearing a service uniform, studied tourism in Peru and was born in the Andean city of Cuzco, southeast of Lima.
The removal of the fuel aboard the Concordia is a key concern since the seas around Giglio form part of a protected marine sanctuary and are a favorite destination for scuba divers. So far, no leakage has been detected.
Dutch shipwreck salvage firm Smit has been contracted by the Concordia's owner Costa Crociere SpA, a unit of Miami-based Carnival Corp., to remove the fuel. Smit's divers have made the necessary preparations to begin pumping out fuel from six outer tanks that hold more than half of the 500,000 gallons (1.9 million liters) of heavy fuel oil that are aboard the ship.
The rest of the fuel is contained in inner tanks that are harder to access.
So far, divers have drilled into four of the six outer tanks and fixed valves on them: one on top, one on bottom. Hoses will then be attached to the valves and as the oil ? which must be warmed to make it less gooey ? is sucked out of the upper hose, sea water is pumped in to fill the vacuum via the lower hose.
Smit spokesman Martijn Schuttevaer told reporters Saturday that the pumping operation may not begin now until midweek since the poor weather is forecast at least through Tuesday. Officials don't want to risk the possibility that a battering of the hoses caused by rough seas might lead to leakage.
On Saturday, the choppy waters partially dislodged Smit's barge that was hitched to the Concordia's hull and had served as a staging platform for the fuel removal operation. Smit brought it back into port, where it will stay until the weather improves, Schuttevaer said.
The Concordia's captain, Francesco Schettino, remains under house arrest, accused of manslaughter, causing a shipwreck and abandoning a ship before its passengers had evacuated. He has admitted he took the ship on "tourist navigation" to bring it close to Giglio but said the reef he hit wasn't marked on his nautical charts.

McGee's leads Wizards over Bobcats again 102-99 (AP)
CHARLOTTE, N.C. ? JaVale McGee scored 22 points and had 10 rebounds as the Washington Wizards defeated the Charlotte Bobcats for the second time in a week, 102-99 on Saturday night.
The matchup between two teams tied for the fewest wins in the NBA came down to the final shot, but Matt Carroll's 3-point attempt at the buzzer fell short.
McGee had a chance to seal the game with less than 6 seconds to go, but missed two foul shots. But that was about all McGee didn't do right, as shot 9 of 14 from the field. Like many others this season, McGee exposed Charlotte's poor interior defense, using an effective hook shot in the lane.
John Wall added 13 points and 10 assists for the Wizards (4-16).
The Wizards also got 21 points from Nick Young, while reserves Trevor Booker and Jordan Crawford chipped in with 16 and 12 points, respectively.
Kemba Walker became the third Bobcats (3-18) player to register a triple-double, recording 20 points, 10 rebounds and 11 assists. The 6-foot-1 Walker joined Stephen Jackson and Boris Diaw as the only players in franchise history to record such a feat.
Diaw, back in the starting lineup for the Bobcats, had 21 points and 10 assists. Byron Mullens scored 23 points, while Carroll and Tyrus Thomas each added 13.
The Bobcats have lost eight straight.
The Wizards held the lead for most of the game, but the Bobcats battled back from 12 points down to take the lead at 92-90 on a dunk by Mullens. But that lead was short-lived as McGee hit a running hook in the lane two possessions later to give the Wizards a 96-94 lead they would never relinquish.
Trailing 102-99 with 41.2 seconds left, the Bobcats had a chance to tie, but burned almost the entire 24-second clock unable to get a look at an open 3-pointer as the Wizards stepped up the defense. Eventually, Diaw drove the lane but missed and McGee quickly grabbed the rebound.
The Bobcats immediately fouled.
McGee missed both shots and the Bobcats called timeout with 4.6 seconds left.
Carroll got a good look on the ensuing inbounds play, but his 3-point attempt to tie the game hit off the front rim.
Notes: Washington shot 53 percent from the field and won despite being outrebounded by the smaller Bobcats 42-32. ... The Bobcats were playing without five players, including their two leading scorers: Gerald Henderson and D.J. Augustin. Augustin has missed the last four games with a toe injury, while Henderson sat out after re-injuring his back in Friday night's loss to the 76ers.

Samsung SyncMaster S23A550H
Samsung monitors have long been known for their style and solid image quality, and the SyncMaster S23A550H ($259.99 list) continues the trend. This 23-inch beauty delivers outstanding color quality and great dark grayscale performance, and does so without using much power. However, it only has one digital input and is short on features.
Design and Features
Fans of Samsung's Touch of Color design will appreciate the S23A550H's Rose Black finish, which happens to be the same finish used on the Samsung SyncMaster T220D. The 23-inch 1,920-by-1,080 TN+ panel is framed by reddish black bezels that are covered with clear trim and are slightly curved, giving the monitor a sense of style and preventing it from appearing too box-like. The Samsung logo appears on the lower bezel as well as on the back of the monitor. The 7 pound glossy black cabinet measures 1.5 inches at its thickest point and is supported by a clear round base with piano black trim. The mounting arm provides tilt adjustment, but lacks height and swivel movement. It also has a cover that unsnaps, so you can tuck cables away and keep them out of sight.
Input connections are sparse; you get an HDMI port and a VGA port, and that's it. A secondary HDMI port, like the one on the ViewSonic VX2753mh ($349.99 list, 4 stars), would make it much easier to connect to a gaming box or external Blu-ray player. In keeping with the clutter-free motif, a rounded cover snaps onto the back of the cabinet to hide the cable connectors.
There are six touch sensitive buttons on the right side of the lower bezel. In addition to the power switch, there's a Menu button that launches the on-screen display (OSD) menu, an ECO button that doubles as a navigation button, a brightness button that is also used for menu navigation, an input source/navigation button, and an Auto Adjust button for use with an analog signal. Pressing any button activates on-screen labeling above each button with icons that show you what the button does, making it easy to work your way through the menu system.
Picture settings include Samsung's Magic presets; MagicAngle lets you select one of six viewing angle modes optimized for your viewing position. For example, if you lean way back on your chair to the point where you look up to see the screen you can choose one of the Lean Back modes. There are also modes for standing and viewing from the side, but side angle viewing is already quite good on this monitor. You will get a better picture if you happen to be standing or sitting at an off angle, but the best all-around picture comes with this feature disabled and the monitor positioned for optimal viewing.
MagicBright consists of five presets offering brightness and contrast level settings that are optimized for specific applications. Standard mode gives you the best picture for everyday use and Cinema mode is useful for watching movies in a dimly lit room. Colors in the Game mode are way too oversaturated, and the Dynamic Contrast mode offers automatic brightness and contrast control depending on the content and is a bit sharper than Standard mode. Users can create their own preset using the Custom mode.
When enabled, MagicColor enhances skin tones and punches up colors in Full mode, while Intelligent mode enhances everything except skin tones. Both MagicColor settings produce slightly oversaturated colors and cannot be used when the MagicAngle feature is enabled. You can also tweak Red, Green, and Blue color levels, color temperature, and gamma settings.
The ECO button takes you to a screen with several neat power saving options; there's an ECO Motion Sensor setting that when enabled will put the monitor into power saving mode if no motion is detected. You can choose one of five time intervals (5, 10, 20, 30, or 60 minutes) for the sensor and have the screen turn off or go dim if no motion is detected during the selected time frame. You can also select one of three ECO Saving modes (Off, 75 percent, 50 percent). When set to Off the panel uses only 19 watts of power, which is great for a 23-inch panel, but not quite as good as the 24-inch Lenovo LS2421P Wide ($219.99 direct, 4 stars) (16-watts). Changing the setting to 75 percent knocks power usage down to 18 watts with only a slight decrease in luminance, while the 50 percent setting brings it down to 14 watts with a more noticeable loss of luminance. All things considered, I'd suggest leaving the ECO Saving mode off as this mode offers the best picture and doesn't use much power anyway. Either way, the S23A550H's low power characteristics and useful power-saving options earn it our GreenTech stamp of approval.
Performance
The S23A550H produces inky blacks, which in part helps it to deliver bold, well defined colors. The panel had no trouble displaying every shade of dark gray on the DisplayMate 64-Step Grayscale test, although light grays were a bit washed out at the bright end of the scale. Colors scaled evenly from dark to light on the Color Scales test and there was no noticeable tinting or oversaturation. Small text was sharp and easy to read at 5.3 points (the smallest font on the DisplayMate Scaled Fonts test), and as mentioned above, viewing angle performance was quite good from the sides. There is, however, some color shifting when viewed from the top and bottom angles.
Although the S23A550H lacks the necessary ports to be considered a gaming monitor it does have a speedy 2-millisecond (g-g) pixel response and does a fine job of displaying fast motion sequences. I hooked the monitor up to my PS3 via the HDMI port and fired up the fast action racing game Need for Speed Carbon and did not detect any blurring or ghosting while zipping through the city streets at a high rate of speed. The Cohen Brothers True Grit in HD, streamed via Netflix, looked great on the 23-inch screen, which delivered natural-looking skin tones and crisp colors.
If you're looking for a 23-inch monitor that delivers bold colors and deep blacks, the Samsung SyncMaster S23A550H is right up your alley. You don't get many ports with this model, and its light grayscale performance could be better, but it'll save you a few bucks on your utility bill and bring a touch of style to your desktop. That said, the Editors' Choice Lenovo LS2421p Wide offers equally impressive performance and energy efficiency, comes with a four port USB hub, and gives you a slightly bigger screen. It's around $30 cheaper, too.

DirecTV, Sunbeam resolve dispute over fees (AP)
MIAMI ? DirecTV Inc. and the owner of TV stations in Miami and Boston have resolved a dispute over fees the satellite provider pays to run broadcast programming.
Sunbeam Television Corp. and DirecTV Inc. both announced the deal Thursday.
Sunbeam had been preventing DirecTV from airing Fox programming in South Florida because of the fee dispute, one of many around the country. DirecTV viewers in Miami were unable to watch Fox's premiere of "American Idol" last week, as well as NFC playoff games two weeks ago. Sunbeam relented, however, for Sunday's NFC championship game and "American Idol" later that night.
Sunbeam also owns two stations in Boston. One of them, an NBC affiliate, will carry the Super Bowl ? featuring the hometown New England Patriots.
Details of the agreement weren't released.

COLUMBIA, S.C. ? The mother of a South Carolina toddler missing since Thanksgiving says his client is pregnant and should be released from jail because she is in "dire need of prenatal care," the woman's attorney argued in court papers filed this week.
Hemphill Pride II also said in the motions filed Tuesday in Columbia that Zinah Jennings is mentally ill, has been ordered to have treatment for a year and has been told to take Risperdal, which is used to treat symptoms of schizophrenia.
Jennings, 22, has been in jail since late December, when Columbia police say they arrested her for lying about the whereabouts of her son. Her mother had reported Jennings missing several weeks earlier, telling police she thought her daughter and grandson were in Atlanta but that she was receiving evasive answers when she asked about Amir.
Speaking to police after a Christmas Eve car wreck, Jennings first said she didn't have children and then said her son was with relatives and friends in cities from Atlanta to Charlotte, N.C.
Investigators say they chased down Jennings' stories but met with several dead ends before arresting her. Authorities said they hope a tip line and $10,000 reward will yield information, and state police are analyzing stains on blankets and clothes removed from Jennings' car to see if they are blood.
Jennings was arrested on prostitution and drug charges in Georgia shortly before her son disappeared, accused of offering sex to an undercover officer. Jennings had been staying with a half-sister in the Atlanta area for three weeks before her Nov. 9 arrest.
On the day Zinah Jennings was arrested, her half-sister reported her missing, telling police that she had left her home and suffered from "schizophrenic tendencies" that had not been diagnosed. The grandmother has said her headstrong daughter frequently traveled to visit relatives and friends in the Carolinas and Georgia but had been depressed since the birth of her son.
In his motion, Pride cites a doctor who has examined Jennings and says she "lacks sufficient insight or capacity to make responsible decisions" about her treatment.
In a separate motion, Pride asks a judge to allow his client to wear street clothes during hearings because of intense media attention on her case. In a previous appearance, Jennings wore an orange jail jumpsuit and handcuffs.
A hearing in the case is scheduled for Monday.

GLENDALE, Ariz. ? Arizona Gov. Jan Brewer says she meant no disrespect when she pointed a finger at President Barack Obama while talking on an airport tarmac.
But she says it was disrespectful toward her when he abruptly walked off Wednesday to shake spectators' hands.
Brewer and Obama had an intense discussion at the airport in Mesa, Arizona. Brewer was among dignitaries greeting Obama.
The incident was a highly visible demonstration of the verbal and legal skirmishing that has occurred between Brewer and Obama's administration over illegal immigration and other issues.
Brewer says she talks a lot with her hands and that she respects the office of the president. But she says the way Obama ended the conversation was disrespectful toward her.

Arizona Gov. Jan Brewer came to greet President Barack Obama upon his arrival outside Phoenix Wednesday. What she got was a critique. Of her book.
The two leaders could be seen engaged in an intense conversation at the base of Air Force One's steps. Both could be seen smiling, but speaking at the same time.
Asked moments later what the conversation was about, Brewer, a Republican, said, "He was a little disturbed about my book."
Brewer recently published a book, "Scorpions for Breakfast," something of a memoir of her years growing up, and defends her signing of Arizona's controversial law cracking down on illegal immigrants, which Obama opposes.
Obama was objecting to Brewer's description of a meeting he and Brewer had at the White House, where she described Obama as lecturing her. In an interview in November Brewer described two tense meetings. The first took place before his commencement address at Arizona State University. "He did blow me off at ASU," she said in the television interview in November.
She also described meeting the president at the White House in 2010 to talk about immigration. "I felt a little bit like I was being lectured to, and I was a little kid in a classroom, if you will, and he was this wise professor and I was this little kid, and this little kid knows what the problem is and I felt minimized to say the least."
On the tarmac Wednesday, Brewer handed Obama an envelope with a handwritten invitation to return to Arizona to meet her for lunch and to join her for a visit to the border.
"I said to him, you know, I have always respected the office of the president and that the book is what the book is," she told reporters Wednesday. She said Obama complained that she described him as not treating her cordially.
"I said that I was sorry that he felt that way. Anyway, we're glad he's here, and we'll regroup."
A White House official said Brewer handed Obama a letter and said she was inviting him to meet with her. The official said Obama told her he would be glad to meet with her again. The official said Obama did note that after their last meeting, which the official described as a cordial discussion in the Oval Office, the governor inaccurately described the meeting in her book. The official spoke on condition of anonymity to describe a private conversation between the president and the governor.

Diabetes Mystery: Why are Type 1 Cases Surging?

When public health officials fret about the soaring incidence of diabetes in the U.S. and worldwide, they are generally referring to type 2 diabetes. About 90 percent of the nearly 350 million people around the world who have diabetes suffer from the type 2 form of the illness, which mostly starts causing problems in the 40s and 50s and is tied to the stress that extra pounds place on the body?s ability to regulate blood glucose. About 25 million people in the U.S. have type 2 diabetes, and another million have type 1 diabetes, which typically strikes in childhood and can be controlled only with daily doses of insulin.
For reasons that are completely mysterious, however, the incidence of type 1 diabetes has been increasing throughout the globe at rates that range from 3 to 5 percent a year. Although the second trend is less well publicized, it is still deeply troubling, because this form of the illness has the potential to disable or kill people so much earlier in their lives.
No one knows exactly why type 1 diabetes is rising. Solving that mystery?and, if possible, reducing or reversing the trend?has become an urgent problem for public health researchers everywhere. So far they feel they have only one solid clue.
?Increases such as the ones that have been reported cannot be explained by a change in genes in such a short period,? says Giu?seppina Imperatore, who leads a team of epidemiologists in the Division of Diabetes Translation at the U.S. Centers for Disease Control and Prevention. ?So environmental factors are probably major players in this increase.?
A Challenge of Counting
Type 1 and type 2 diabetes share the same underlying defect?an inability to deploy insulin in a manner that keeps blood sugar from rising too high?but they arise out of almost opposite processes. Type 1, which once was known as juvenile diabetes, is an autoimmune disease in which the body attacks its own cells?namely, the beta cells of the pancreas?destroying their ability to make insulin. In type 2, formerly known as adult-onset diabetes, tissues that need insulin to take up glucose (such as the liver, muscles and fat) become resistant to insulin?s presence. The insulin-producing cells respond by going into overdrive, first making more of the hormone than normal and then losing the ability to keep up with the excess glucose in the blood. Some people end up unable to make insulin at all.
The first strong signal that the incidence of type 1 diabetes was on the rise came in 2006, from a World Health Organization project known as DIAMOND (a combination of words in several languages for worldwide diabetes). That survey, which looked at 10 years of records from 112 diabetes research centers in 57 countries, found that type 1 had risen an average of 5.3 percent a year in North America, 4 percent in Asia and 3.2 percent in Europe.
Statistics from Europe?where the single-payer health care systems that care for residents throughout their lives generate rich stores of data?back up that first finding. In 2009 researchers from a second project called EURODIAB compared diabetes incidence across 17 countries and found not only that type 1 was rising?by 3.9 percent a year on average?but also that it was increasing most quickly among children younger than five. By 2020, they predicted, new cases of type 1 diabetes in that age group will nearly double, from 3,600 children to an estimated 7,076 children.
Most assessments of diabetes in the U.S. have been more partial and local. There is one comprehensive national surveillance project, the federally funded SEARCH for Diabetes in Youth study, which published data in 2007. Because that was an initial report, however, researchers could not compare it with earlier years. Still, when looked at against the findings of other studies, it suggests a rising tide. For example, the 2007 study found higher rates of type 1 in the U.S. than did the WHO?s worldwide study of the year before. In addition, the SEARCH study results were sharply higher than regional studies from the 1990s in Alabama, Colorado and Pennsylvania.

Last year, a pair of studies showed that heavy?Facebook users have more grey matter in their brains and are subject to a condition known as?Facebook Depression. A new study from Utah Valley University suggests heavy users of?Facebook may also share another trait: low self-esteem.
The study surveyed 425 college students about their use of?social networking use, in addition to questions about how they spent their time socializing offline. Students who spent the most time on Facebook were the most likely to agree with the statement that others had better lives than they did. Those who were more likely to friend people on Facebook they did not personally know were the most likely to believe that others were happier than they were.?The study doesn't single out Facebook as the cause of low self-esteem ? it could simply mean that people with low self-esteem are more likely to friend strangers than those with happy and healthy offline lives.
Logically, the study makes a lot of sense. When you're constantly bombarded with pictures from friends' vacations, news of new relationships, and videos of last weekend's party, it's easy to feel that others are leading busier and more enjoyable lives than you are. Especially when negative aspects of peoples' lives such as loneliness, sadness, and failure are often minimized or unshared.

EU states agree ban on Iranian oil imports, central bank (Reuters)
BRUSSELS (Reuters) ? European Union governments agreed on Monday to an immediate ban on all new contracts to import, buy or transport Iranian crude oil, a move to put pressure on Tehran's disputed nuclear program by shutting off its main source of foreign income.
However, to protect Europe's economy as it battles to overcome a debilitating debt crisis, the governments agreed to phase in the embargo, giving countries with existing contracts with Iran until July 1, 2012 to end those deals.
At a meeting of foreign ministers in Brussels, EU governments also agreed to freeze the assets of Iran's central bank and to ban all trade in gold and other precious metals with the bank and other public bodies, EU officials said.
Western powers hope the far stricter sanctions net, which brings the EU more closely into line with U.S. policy, will force Iran to scale back or halt its nuclear work, which Europe and the United States believe is aimed at developing weapons. Iran says it is enriching uranium solely for peaceful purposes.
EU foreign policy chief Catherine Ashton said she wanted financial sanctions to persuade Tehran to return to negotiations with the West, which she represents in talks with Iran.
"I want the pressure of these sanctions to result in negotiations," she told reporters before the ministers met.
"I want to see Iran come back to the table and either pick up all the ideas that we left on the table ... last year ... or to come forward with its own ideas," she said.
Tehran says its nuclear program is necessary to meet its rising energy needs, but the United Nations' International Atomic Energy Agency said last year it had evidence that suggested Iran had worked on designing a nuclear weapon.
EU sanctions follow fresh financial measures signed into law by U.S. President Barack Obama on New Year's Eve and mainly targeting the oil sector, which accounts for some 90 percent of Iranian exports to the EU. The European Union is Iran's largest oil customer after China.
MEASURED STEPS
Economic considerations weighed heavily on EU preparations for the embargo in recent weeks because of the heavy dependence of some EU states on Iranian crude. Greece, which is at the heart of the debt crisis, is almost entirely dependent on Iranian oil. It must now seek alternative sources.
Diplomats will return to the issue of oil sanctions before May, officials said, to assess whether the measures are effective and whether EU states are succeeding in finding sufficient alternative resources.
Saudi Arabia, Kuwait and other oil-rich states in the Gulf are expected to increase their output of crude oil to offset the loss of access to Iranian exports.
"There will be a review of the embargo before May," one EU official said. The review could potentially affect the date when the full ban takes effect, diplomats said.
Greece, which depends on financial help from the EU and the International Monetary Fund to stay afloat, gets nearly a quarter of its oil from Iran, thanks to favorable financing terms from Tehran.
"The financial situation of Greece at the moment is not the brightest one, and rightly they are asking us to help them find a solution," a senior EU official told reporters on Friday.
With a significant part of EU purchases of Iranian oil covered by long-term contracts, the grace period will be an important factor in the effectiveness of the EU measures.
The unprecedented effort to take Iran's 2.6 million barrels of oil per day of exports off international markets has kept global prices high, pushed down Iran's rial currency and caused a surge in the cost of basic goods for Iranians.

South Carolina GOP primary races to dramatic close (AP)
COLUMBIA, S.C. ? Republicans Mitt Romney and Newt Gingrich are not ceding one inch of South Carolina as the unpredictable campaign for the South's first presidential primary concludes ? and certainly not Tommy's Ham House.
Romney is fighting a suddenly surging Gingrich, while rivals Rick Santorum and Ron Paul look to surprise in a four-man race that has spun wildly in its last 48 hours.
Seen as Romney's to lose just days ago, South Carolina's primary has become a close contest between Romney, the former Massachusetts governor portraying himself as the best able to beat President Barack Obama, and Gingrich, the confrontational former House speaker and former Georgia congressman.
Both were scheduled to hold dueling campaign events at Tommy's, in Republican-rich Greenville, late Saturday morning. And neither campaign was stepping back from a primary day showdown.
It's "neck and neck," Romney declared Friday, moving to lower expectations for a race he led by double digits as of midweek.
Even as Romney was touting his electability in November, he continued to try to stoke doubt about Gingrich's ethics.
Gingrich, buoyed by the endorsement of Texas Gov. Rick Perry as he left the race Thursday, called Romney's suggestion that his chief rival release documents relating to an ethics investigation from the 1990s a "panic attack" brought on by sinking poll numbers.
Romney's demand was turnabout from Gingrich's that Romney release his income tax returns before the weekend primary. Gingrich argues that GOP voters need to know whether the wealthy former venture capital executive's records contain anything that could hurt the party's chances against Obama.
The stakes were high for Saturday's vote. The primary winner has gone on to win the Republican nomination in every election since 1980. And voters were faced with stamping Romney, who has led in national polls since December, as the party's front-runner, or reshuffle the contest.
Romney won the New Hampshire primary by a wide marign on Jan. 10, and was thought to have edged Santorum in a photo-finish in Iowa's leadoff caucuses. However, the certified count from Iowa on Thursday showed Santorum had received more votes, although a handful of precincts remained uncertain and no winner was declared.
Romney, Gingrich and Santorum, a former Pennsylvania senator vying to be the preferred conservative, all planned to campaign in South Carolina's conservative upstate as the voting got under way. Paul, the Texas congressman who has campaigned lightly here, had no campaign appearances scheduled but was expected to visit campaign volunteers.
Behind the flurry of public events around the state Friday, telephones and televisions crackled with attack messages. Some of South Carolina's notorious 11th-hour devilry ? fake reports in the form of emails targeting Gingrich and his ex-wife Marianne ? emerged in a race known as much for its nastiness as for its late-game twists.
"Unfortunately, we are now living up to our reputation," said South Carolina GOP strategist Chip Felkel.
State Attorney Gen. Alan Wilson ordered a preliminary review of the phony messages to see if any laws had been broken.
Gingrich's ex-wife burst into the campaign this week when she alleged in an ABC News interview that her former husband had asked her for an "open marriage," a potentially damaging claim in a state where the Republican primary electorate includes a potent segment of Christian conservatives. The thrice-married Gingrich, who has admitted to marital infidelities, angrily denied her accusation.

Romney, the former governor of Massachusetts, leads in polls of South Carolina Republicans, but Gingrich has been closing the gap. Romney?s stumbles in Monday night?s debate, combined with Gingrich?s strong performance, have given the former speaker hope that he can stage a comeback.
Gingrich?s biggest challenge with South Carolina Republicans is that he splits the conservative vote with other candidates, particularly religious conservative favorite Rick Santorum.
Enter Team Romney. In the first web ad, called ?Undisciplined,? former Rep. Susan Molinari (R) of New York had nothing kind to say about her former colleague.???
?The last time Newt Gingrich was the head of the Republican Party as speaker, he became so controversial, he helped reelect a Democratic president,? said Ms. Molinari, describing Gingrich?s style as ?leadership by chaos.?
The second ad, called ?Unreliable Leader,? features former Sen. Jim Talent, who also served in the House with Gingrich.
?He would make outrageous comments that would blindside us and undermine our conservative agenda,? Mr. Talent said.
The Romney campaign put both Molinari and Talent on a conference call Wednesday to drive home the message. Both elaborated on Gingrich?s four years as speaker, which they said undermined the conservative movement by putting the focus on him and his erratic style.
It was that ?leadership by chaos? that led his fellow Republicans to oust him from the speakership, the two said.
?He had become the issue,? said Talent.

MOGADISHU, Somalia ? Heavy fighting broke out in Somalia's capital on Friday with African Union peacekeepers encountering resistance as they pushed to Mogadishu's outskirts for the first time, the latest move in an offensive against Islamist insurgents.
Hundreds of residents fled a northern Mogadishu neighborhood after waking to the sound of mortars and gunfire. AU troops have largely pushed al-Shabab militants out of the city over the last year, but pockets of resistance remain.
Resident Abdirahman Ahmed said he was awakened by "noisy mortars" on Friday, said that al-Shabab fighters appeared to be moving back into the northern neighborhood of Heliwa.
"We want to flee now," he said, adding: "People are nervous."
Lt. Col. Paddy Ankunda, the spokesman for the AU force that is known as AMISOM, said Friday was the first time that AU forces moved outside of Mogadishu.
"We are moving out of the city now so we can defend the city from outside now. Our troops have captured strategic bases from al-Shabab," Ankunda said.
The nearly 10,000-strong AU force was confined in previous years to small slices of Mogadishu, but the push to expand their zones of control over the last year have been largely successful. The AU force is working side by side with Somali troops, but most of the gains have been made by the better trained and equipped troops from Uganda and Burundi.
Al-Shabab is also being pressured by Kenyan military forces in Somalia's south and Ethiopian forces in the west.
East African nations want the U.N. Security Council to authorize an increase in the number of troops inside AMISOM to 17,000. Kenya has also asked the U.N. for its forces inside Somalia to be integrated into the AU.
Militants continue to carry out suicide and roadside bomb attacks in Mogadishu. At least six bombs were found or exploded in the capital since Wednesday, including a blast on Thursday that killed six people.
Meanwhile, the AU force commander, Maj. Gen. Fred Mugisha, said that around 3,000 Somali troops had not received their wages for the past four months. The AU is supposed to pay them with money donated by Italy, but Mugisha said the Italians had not yet sent the cash. The delay in payment had caused some soldiers to desert their posts, he said.
"It will have an impact on morale," he said.
Around 7,000 other Somali soldiers are paid by the U.S. through a separate program.
Somalia hasn't had a functioning government in more than 20 years. The current transitional government, whose mandate ends in August, is paralyzed by political infighting. The U.N. is pressing government leaders to resolve their differences and expand the areas in the country the government provides services to.
Somalia has also been dealing with a famine the last six months that is estimated to have killed between 50,000 and 100,000 people. Friday was the six-month mark since the U.N. declared famine in Somalia on July 20.

More Americans Practicing Safe Sex, CDC Reports (HealthDay)
THURSDAY, Jan. 19 (HealthDay News) -- The number of Americans who practice behaviors that put them at risk for HIV infection has declined significantly, federal health officials reported Thursday.
The ranks of those engaging in a risky sexual or drug-related behavior dropped from 13 percent of men and 11 percent of women in 2002 to 10 percent and 8 percent, respectively, in 2010, according to the U.S. Centers for Disease Control and Prevention.
"Generally, these are behaviors that are studied in higher risk populations, but by looking in the household population we can get a better sense of the level of risk that may exist in the general population that you don't normally think about," said report author Anjani Chandra, a health scientist at the CDC's National Center for Health Statistics.
Some of the risk factors the researchers looked at were gay and bisexual sex, illicit drug use and having several sexual partners or a partner who injects illegal drugs, she said.
"For women, we don't really see that the decline is due to any variation in sexual risk behaviors, whereas for men we see substantial difference by race," she said.
The reasons for the decline in risk behaviors is not clear, Chandra said. Some of the public health messages might be getting through. It also could be that people are reluctant to disclose that they engage in risky behaviors, she said.
"But, it could be real and reflect actual changes in behavior," she said.
The data in the report was collected on almost 23,000 men and women aged 15 to 44 in households throughout the country and represents 6.5 million men and 4.9 million women.
The decline seems to be due to a drop in risky behaviors such as having unprotected sex and having sex with multiple partners, Chandra said.
There were, however, differences in behaviors in different groups. For example, men who had recently been in prison were more likely to report engaging in one or more HIV risk behaviors, compared with other men, the researchers found.
There were also significant variations based on race and income level, they reported.
Sixteen percent of young black men ages 15 to 24 reported at least one HIV risk-related sexual behavior, compared with 8.7 percent of Hispanic men and 6.5 percent of young white men. Poorer men were also more likely to engage in risky behaviors.
The HIV risk in households is not something one usually thinks about when one thinks about HIV risk, Chandra said.
"In household populations, where you may think these behaviors are nonexistent or very rare, they are occurring and they may be placing people at risk of HIV and other sexually transmitted diseases," Chandra said. "Just focusing on high-risk populations may not take care of the concerns that we have."
Dr. Sten Vermund, director of the Institute of Global Health at Vanderbilt University School of Medicine in Nashville, said that the data used was "a highly valid sample of the American population."
Both sexual and drug-related risk behaviors declined in the study period, and that is a positive trend, he said.
"Risk behaviors remain high and the likelihood of encountering an HIV-infected person has never been higher," Vermund noted. "Nonetheless, there is a strong indication that prevention programs are working or cultural norms are shifting, or both."
Philip Alcabes, an associate professor in the School of Health Sciences at Hunter College/City University of New York, is critical of the report as another example of how the government still avoids the real problem of HIV.
"What a waste of time and taxpayer dollars," he said. "Having failed to advocate for structural changes that would actually reduce risk of HIV acquisition and having failed to implement widespread, easily accessible syringe exchange programs, federal agencies instead spend their time studying personal behavior. It's a shame."
"Even though our officials don't have a clear concept of what really happened 30 years ago, they are still looking at AIDS through the same moralizing lens that was common in 1981. That's sad, and disturbing," he said.

Wikipedia Brings Offline Article Saving, Location-Based Search, and More to Android [Wikipedia]
Android: The official Wikipedia app for Android lets you save articles for offline viewing, search articles pertaining to your location, share articles, and more without the need for a mobile browser.
Wikipedia has had an iPhone app for awhile, and now it's finally available for Android users to try. Not only can you save articles for offline reading, but you can view your article history, read an article in any language with a few taps, and see what local landmarks have Wikipedia pages. The app is fast and responsive, too, and a solid replacement for Wikipedia's mobile page. Not to mention it's another way to access Wikipedia during its SOPA blackout.
